Paying registration fee is mandatory for issuing your certificate. On-site registration is also available. Attending the Congress would be impossible, if the submitter has not paid the registration fee. The certificate of acceptance of the paper will be issued only to the presenter and other authors can receive a certificate of attendance at the congress if the registration fee is paid.
